农户宅基地流转潜力与实现方式研究——基于安徽省的调查分析

Study on Farmer Homestead Circulation Potential and Implementation Way——Based on the Investigation and Analysis of Anhui Province

农户宅基地流转制度改革与创新是深化中国农地制度改革的关键问题之一,也是大幅度提高农民财产性收入、促进城镇化稳步发展重要途径。以安徽省为例,就农户宅基地流转的潜力及其方式方法等问题进行调查分析,得出当前农户宅基地流转现状及其局限性;结合目前国内农户宅基地流转主要方式,对不同类型农村宅基地的流转方式进行研究设计,并提出相应策略措施。认为不同地市应从自身经济发展和城镇化建设实际出发,分别采取政府主导、集体推动和农户自发等宅基地流转方式。

Farmer homestead circulation institutional reforming and innovating is one of the key issues to deepen reform of Chinese farmland system, which are important guarantee of greatly improving the farmers＇ property income and promoting the steady development of urbanization. This paper takes Anhui Province as an example, investigating the possibility and way of its farmer homestead circula- tion and resulting in the present situation and its limitation. Then, combining with the current domestic popular farmer homestead cir- culation, from the perspective of the urbanization and economic development in different areas of Anhui Province, this paper designs the system of farmer circulation. Different economic area should give full playing to their respective advantages, and respectively adopt the government-leading, collective-leading and spontaneous way of homestead circulation.
