摘要
本文分析了国内外水环境质量标准与排放标准制定的技术依据,对排放限值制定的技术方法及存在的问题进行了剖析,探讨了美国TMDL在现阶段我国北方地区应用的可行性,提出了基于水环境质量达标的排放标准制定技术方法,并对山东在水污染物排放标准方面的实践及取得的成效进行了分析,为其他区域水污染物排放标准的制定提供借鉴。
This paper analyzed the technical basis for establishing water environment quality standards and water pollutants emission standards at home and abroad, dissected the technical methods and current problems for formulating pollutants emission limits, explored the application feasibility of the total maximum daily load （TMDL） of United States in northern region of China, and proposed technical methods for establishing pollutants emission standards based on water environment quality permissible condition. The practices and effects of water pollutants emission standards in Shandong province were also analyzed, providing a reference for establishing water pollutant emission standards in other regions of China.
