论新疆兵地高等教育的协同发展

The Cooperative Development of Higher Education in XPCC and XUAR

新疆地方与兵团高等教育发展相互并行、兵地分治的特殊体制,有其历史、现实以及体制和功能方面的合理性。应积极构建新疆兵地高等教育协同发展的战略联盟,建立沟通协调机制、运行调控机制、资源共享机制,优化现有管理体制、统筹学科专业布局、协作开展科技攻关、共享优质师资资源、打破校际培养边界、畅通干部交流通道、开放图书情报系统、加强中亚国际交流,共同提升新疆高等教育整体水平。

The higher education in Xinjiang Uygur Autonomous Region （XUAR for short） and Xinjiang Production and Construction Corps （XPCC for short） has been developing hand in hand but administered respectively. This peculiar educational system can be justified from the perspectives of history, reality, administrative system and function. Some measures are suggested in this paper to promote the level of higher education in Xinjiang as a whole, including establishing a strategic alliance, cooperating mechanism, regulating mechanism, mechanism for resources sharing, optimizing the present administrative system, planning allocation of academic subjects as a whole, making joint efforts in scientific research, sharing teaching staff, breaking the border of inter-school education, keeping the channels of communication smooth, making all the libraries open to each other, intensifying the international exchange with schools in central Asia.
