辽宁省退耕还林工程生态效益评价研究 被引量:1

Evaluation of Ecological Benefits for Conversion of Cropland to Forestland Project in Liaoning Province,China

摘要 在退耕还林工程新周期的开始阶段,对以往退耕还林工程生态效益进行评估以期为退耕还林工程的宏观管理决策提供科学依据。文章基于退耕还林工程生态效益专项监测站和中国森林生态系统定位研究网络所属森林生态站等的数据资源,参照《退耕还林工程生态效益监测评估技术标准与管理规范》(办退字[2013]16号)和《森林生态系统服务功能评估规范》(LY/T 1721-2008),应用分布式测算方法评估了辽宁省退耕还林工程的生态效益。结果显示辽宁省退耕还林工程各项生态效益总价值量为491.94亿元/年,各项生态效益由高到低依序为涵养水源、生物多样性保护、固碳释氧、保育土壤、净化大气环境和林木累积营养物质。辽宁省退耕还林工程生态效益总价值量占退耕还林工程生态效益总价值量的19.40%(95.45亿元/年),宜林荒山荒地造林占64.77%(318.64亿元/年),封山育林占15.83%(77.85亿元/年)。 In the early stages of new period for Conversion of Cropland to Forestland project(CCF project),its ecological benefits in the past were evaluated so as to provide scientific basis for macro management decision for the CCF project. Data resources for CCF project ecological benefit monitoring stations and Chinese forest ecological stations belongs to Chinese forest ecosystem research network were used in this study.On the basis of Technical Standard and Management Specifications of Observation and Evaluation of Ecological Effects of the Project of Conversion of Cropland to Forestland(Bantuizi [2013]No. 16) and Specifications for Assessment of Forest Ecosystem Services in China(LY / T 1721-2008),distributed calculation method was applied to evaluate the ecological benefits of CCF project in Liaoning Province. The results showed that the total value of ecological benefits was 49. 194 billion Yuan per year. The value of ecological benefits from high to low were water storage,biodiversity conservation,C fixation and O2 release,soil conservation,environment purification,nutrients accumulation. The total value of afforestation on abandoned cropland project accounted for 19. 40 %(9. 545 billion Yuan per year) of the total value of CCF project,the afforestation of barren hills and wasteland project for 64. 77%(31. 864 billion Yuan per year),and the forest reservation project for 15. 83%(7. 785 billion Yuan per year).
