城市圈建设背景下集体土地征收的问题与对策研究——以武汉市为例

The Study on the Problems and Countermeasures of the Land Expropriation for the Urban Circle Construction in Wuhan City

20世纪以来,中国城市圈的建设使得城镇化不断发展深化,有限的土地高度集中发挥规模效应,提高生产效率。武汉城市圈的建设在带动城市圈一体化发展的同时对有限土地资源的需求增强,在对土地进行征收的同时也不可避免的出现了一些问题,比如征收标准确定的科学化合理化、土地征收的法制化建设、公共利益的界定、失地农民的生活保障问题等等,这些问题不及时解决将会阻碍城市圈的发展。如何构建一个科学合理的集体土地征收制度,成为最大限度发挥武汉城市圈作用的重要方面。在找出问题的同时提出相关解决对策,从而为完善集体土地征收的相关制度提出一定建议。

Since the 20th century, with the continuous development of China＇s urbanization, the limited land is highly centralized for the improvement of the production efficiency.In the process of the integrated development of the Wuhan urban construction, the demand for the land resources has been enhanced greatly and many problems also emerged during the land expropriation, such as the rationalization of the expropriation’ s criteria, the legal construction, the defining of the public interests, the living security of the land lost peasants.If these problems are not solved well, the development of urbanization will be impeded.Now building a scientific system of land expropriation is very important and in this paper some advices are proposed to improve this system.
