公共服务均等化视域下农民工体育权利的缺失与回归

Lack and Regain of Peasant Workers' Sports Right from the Perspective of Equalization of Public Service

保障农民工体育权利对提升农民工身心健康水平和生活质量、构建和谐社会意义重大。以公共服务均等化为研究视角,对农民工体育权利进行研究,认为:二元社会结构下不合理的制度安排、政府机构管理与服务不到位、诉求和表达意愿渠道不畅通是导致农民工体育权利缺失的主要原因。为实现农民工体育权利回归,提出进一步深化户籍制度改革,剥离户籍的附加功能;加强政府职能,建立健全相关法律法规;以公共服务均等化为契机,建立覆盖农民工的体育公共服务体系;建立农民工体育利益表达机制,保护农民工的体育权益等对策。

Protection of peasant workers＇ sports right is significant to promote the physical and mental health and the life-quality of peasant workers, and to build a harmonious society as well. This paper, from the perspective of equalization of public service, discusses peasant workers＇ sports right. It proposes that the unsound institutional arrangements from the dual social structure; unfulfillment of governmental management and service; blockage of the demand-expressing channel are the main reasons resulted in the lack of peasant workers＇ sports right. In order to actualize the return of sports rights, this paper proposes the following countermeasures and strategies： deepen the reform of household registration system and split out the additional functionality; strengthen the functions of government and the relevant laws and regulations; establish public sports service system that covers peasant workers taking public service equalization as an opportunity; establish demand-expressing mechanism for peasant workers＇ sports benefits; and protect their sports benefits.
