摘要
农村幼师国培计划是一种补偿性培训政策,其政策意图在于通过关注农村幼儿教师这一薄弱环节,推动幼儿教育均衡化发展。但在国培计划实施过程中,为弱势群体所制定的补偿性政策,经常为强势群体所分享,政策目标偏离预设轨道。其主要原因在于国培政策文本对关键性概念缺乏界定,地方行政部门在政策执行中存在效率重于公平的价值倾向,政策执行过程中存在利益截留等问题。
National Teacher Training Plan for rural kindergarten teachers is a compensatory training policy with the purpose of promoting equalization in the development of early childhood education by paying attention to the vulnerable link of rural kindergarten teachers. However, in the implementation of the plan, such compensatory policy for vulnerable groups is often shared by powerful groups, so the original goal of the policy is deviated. The main mason lies in a lack of definition for key concepts in the text of National Teacher Training Policy, and there is a value tendency of efficiency outweighing fairness when local administrative departments execute the policy, besides, interest interception and other problems also exist in policy implementation process.
