摘要
党的十八届三中全会提出推进国家治理体系和治理能力现代化,强调的重点是"现代化",而不是"治理"和"管理"的区别。"管理"和"治理"不是对立的,在学术研究中是两种相近的范式。"国家治理"和"国家统治"是两个不同层次的概念,前者表现为工具理性,后者表现为价值理性。国家治理体系和治理能力现代化,就是为了适应社会发展现代化的要求,国家治理体系和治理能力从传统向现代转型和发展的过程与状态。推进国家治理体系和治理能力现代化,是顺应我国现代化发展趋势的重大战略举措。
The third plenary session of the 18th conference of the Communist Party of China proposed promoting the modernization of national governance system and governance ability, with its emphasis on the modernization rather than the difference between governance and management. Management and governance are not opposite, but two similar paradigms in the academic study of governance and management. National governance and national rule are two different concepts, with the former displayed in instrumental rationality and the latter showed in rational value. The modernization of national governance system and governance ability is a transition process in order to meet the requirements of modern social development. Promoting the modernization of national management system and management ability is a major strategic move to follow the trend of China＇ s modernization.
