Research on the Key and Difficult of Economic and Social Development Problems of Shanghai during "the Thirteenth Five-year" Period

目前,上海建设全球科技创新中心已经具有一定的基础。但与国际上有影响力的科技创新中心相比,上海的差距和劣势仍十分明显。当前新一轮科技革命正在孕育兴起,上海要瞄准世界科技前沿,聚焦新一代信息技术、生命健康、新能源、智能制造等领域,实施一批重大科技攻关项目,加快产业关键技术研发,积极发展战略性新兴产业;同时,加快建立企业主导的协同创新体系,构建鼓励创新的体制机制和服务环境,面向全球提升创新资源配置能力,加大人才引进和培养力度。

Currently, there is certain foundation for Shanghai to construct global science and technology innovation center. However, compared with those international science and technology innovation centers with extensive influence, the disadvantages and weaknesses of Shanghai are very obvious. Now the new round of science and technology revolution is uprising, Shanghai should aim at the forefront of world science and technology, focus on fields of the new generation of information technology, life and health, new energy, intelligent manufacturing and so on, implement a number of major science and technology projects, speed up the research of key technologies in industrial development, and actively develop strategic emerging industries; at the same time, Shanghai should accelerate the establishment of enterprise--led collaborative innovation system, construct institutional mechanisms and service environment to encourage innovation, enhance capability of resources allocation globally and increase the talent introduction and training efforts.
