特种设备安全科研项目质量管理探析

Discussion on Quality Management of Scientific Research Projects in Special Equipment Safety

近年来,随着特检机构对科研投入的加大,项目的质量管理问题越来越突出,已成为制约特检机构科技发展的主要因素。首先结合特种设备的特殊性和特检机构的现状,分析了特种设备安全科研项目质量管理的特点;然后从立项、实施、验收和转化四个阶段详细阐述了科研项目质量控制的具体内容;最后从组织结构、绩效评价、全员参与和信息化应用等角度对特种设备安全科研项目质量管理提出了优化的方法。研究的结论对特检机构科研项目质量管理工作具有一定的指导意义。

In recent years,the quality management of project is more and more outstanding with the increasing of investment in scientific research by the special inspection institutions,which has become one of the main restrictive factors for science and technology development in special equipment inspection institutions. Firstly,the characteristics of special equipment research project quality management were analyzed based on the particularity of special equipment and the present situation in special equipment inspection institutions. Then,the content of quality control of scientific research projects were elaborated in detail from four stages including establishment,implementation,acceptance and transformation. Finally,the optimization methods of quality management of scientific research projects were proposed from the organizational structure,performance evaluation,full participation,information application and etc. The conclusions of this paper will give some guides to the quality management of scientific research projects in special inspection institutions.
