摘要
文化部确定10个单位为国家公共文化机构法人治理结构试点单位。公共文化机构建立法人治理结构对转变政府职能、实现政事分开和管办分离、确保公益目标实现、提高运行效率具有重要意义,是与国家治理体系和治理能力现代化相适应的体制机制改革。公共文化机构与公司企业的法人治理结构有明显区别。公共文化机构法人治理结构试点的重点任务是,财政投入方式改革、人事管理制度改革、收入分配制度改革、扩大社会力量参与、创新公共文化服务内容和方式。试点单位对若干难点问题做出了有益的探索实践,包括理事会的性质定位、理事长人选和产生、管理层负责人的产生、举办单位理事"一票否决权"、监事会的设立。
Until now, the Ministry of Culture has declared ten public culture institutions as the pilot ones for corporate governance. The establishment of corporate governance in public culture institutions is of great significance in terms of transforming the function of the government, separating public service from government, differentiating governance and administration, achieving public welfare and charity as well as improving operating efficiency, which accommodates to the modernization of national governance and management system. Corporate governance in public culture institutions is distinctly different from that in companies. It aims primarily at reform and innovation of following aspects, such as financial investment, personnel management, income distribution, participation of social powers, and the contents and methods of public culture service. These ten pilot institutions have achieved greatly on some practical and urgent issues, including the nature of the board of trustees, the nomination and appointment of the chairman of the board of trustees, the appointment of director at managerial level, "veto power" of government, and the establishment of board of supervisors.
