公共图书馆服务体系的理事会制度创新——深圳市福田区公共图书馆理事会制度探析

Innovation of the Board of Trustees System of the Public Library Service System——A Case Study of the Board of Trustees System of Futian District Public Library in Shenzhen

深圳市福田区自2003年创立总分馆制以来,经过十余年发展,已经形成了相对成熟的公共图书馆服务体系。在体制机制创新方面,成立了福田区公共图书馆理事会,率先在全国对公共图书馆服务体系理事会制度进行了大胆尝试和有益探索。理事会作为全区、街道、社区三级公共图书馆服务体系的议事、决策和监督机构,具有国际化、规范化、社会化等特点,在集聚专家智慧、推进共同治理、促进公共文化服务标准化与均等化方面发挥了积极作用。

With over ten years development, Futian district, Shenzhen has established a relatively mature public library service system, since its establishment of main-branch public library system in 2003. It has set up the the board of trustees of Futian district public library that is a pilot experiment in terms of the board of trustees system of the public library nationally. The procedure, the decision-making and the supervisory body of the board of trustees which is consisted of a whole district-street- community level of the public library service system, it has global, regular and social characteristics, etc. Furthermore, it has played a very active role in the standardization and equalization of the public library service in terms of gathering the specialist wisdom and promoting mutual governance.
