温州市图书馆理事会于2014年6月正式成立,运行初现成效。其定位与职权,理事的构成、产生方式与委任程序,理事的任职资格与权利义务等方面都有了较为详细的规定,实现了政府与图书馆的"管办分离",保证了党和政府对图书馆的有效领导,实现了图书馆利益相关群体的共同治理,激发了社会力量参与公共文化服务建设的积极性。但是,当前理事会运行中存在现行管理体制难以突破、缺乏社会荣誉机制等问题。
