Theoretical Logic and Practical Route of the Cooperate Governance Structure of the Cultural Institution

十八届三中全会决定要求"明确不同文化事业单位功能定位,建立法人治理结构"。推进国家文化治理体系和治理能力现代化是建立文化事业单位法人治理结构的逻辑起点,在多元参与、协同共治中建立和完善文化事业单位法人治理结构是其内在逻辑。现阶段我国文化事业单位法人治理结构尚不完善,还面临许多障碍。要通过政府加大自身改革力度、完善相关配套政策、鼓励和引导社会力量参与,完善文化事业单位法人治理结构内部治理机制、健全和完善文化法律法规体系,推进建立和完善文化事业单位法人治理结构。

The decision of the Third Plenary Session of the 18th Central Committee requires ＂making clear the function orientation of different cultural institutions, establishing the cooperate governance structure＂. Promoting the national cultural governance system and the modernization of the governance ability are the logical starting point of establishing the cooperate governance structure of the cultural institution, its internal logic is establishing and perfecting the cooperate governance structure of the cultural institution in the pluralism participation and the collaborative governance. At present stage, the cooperate governance structure of the cultural institution in China is still not perfect, and faces many obstacles. The cultural institution should strength the self-reform power through the government, perfect relative supporting policies, encourage and guide social forces to participate in, perfect the internal governance mechanism of the cooperate governance structure of the cultural institution and the cultural system of laws and regulations, and promote the establishment and perfection of the cooperate governance structure of the cultural institution.
