从巡视工作看当前我国反腐倡廉建设中的倾向性问题

A Study on the Tendency of China's Anti-corruption Campaign during Inspection Tours

巡视制度作为执政党党内监督制度体系的重要组成部分,在发现腐败线索及震慑腐败分子等方面具有积极意义。从2013年中央巡视组对全国20个省市区和中央国家机关及单位进行两轮巡视后提出的"问题清单"中,可以大致认识当前我国党风廉政建设和反腐败工作中面临的诸多倾向性问题,这些问题主要集中在党风廉政建设、腐败及干部选拔任用等方面。要彻底解决巡视工作中所发现的事关党和国家反腐倡廉建设的一些重大问题,必须通过深化改革,在改革中逐步建立健全和完善中国特色社会主义制度体系,构建科学合理的权力分工制度体系和权力监督制约机制,将党内监督与党外监督、专门机关监督与群众监督相结合,整合监督力量,畅通监督渠道。同时,要加快法治国家、法治政府、法治社会建设步伐,坚持以法治思维和法治方式治理腐败,不断铲除滋生腐败的土壤和温床。

Inspection system, which is an important part of the inner-Party supervision, has played a positive role in tracing and nabbing corrupt officials. Judged from the problem lists submitted by the central inspection groups after two rounds of visiting to 20 provinces and cities in 2013, we can draw a conclusion that there are some trends in the fight against corruption. Corruption cases are prone to occurring in the fields of Party＇s construction, selection and appointing of cadres. In order to comprehensively resolve the major problems spotted during inspection tours, the Party needs further reform and completion of socialist system with Chinese characteristics. Besides, we also need to establish power-division and supervision system to integrate supervision from inside and outside of the Party, from the people and specified departments. Besides, China should speed up the construction of rule of law in the administration of government and society so as to combat corruption and root out corruption soil according to law.
