药品流转过程中有3个运作的权力,即招标权、采购权、处方权,它们在很大程度上影响了药品的采购。这"三权"之间制约与反制约的博弈,在现行制度下难以避免。对它们的分析,有助于正确认识、设计和实施医药卫生体制改革。

There are “three rights” in drug distribution process, including the bidding right, the purchasing power and the prescription right, which can affect the drug procurement to a large extent. The control and anti-control of the “three rights”are unavoidable under the current system. Analysis of “three rights” is helpful to understanding, designing and implementing the reform of medical and health system.
