关于环保污染源管理流程优化的SWOT分析

环境保护工作的核心与基础是准确核定污染源的产、排污数据,现行污染源管理模式存在"部门分割、各管一面、数据不统一"的弊端,亟待对其组织形式、部门分工、管理模式等进行调整优化。通过SWOT分析方法论证污染源管理业务流程优化的优势与劣势、机会与风险,探讨污染源管理业务流程优化的必要性和可行性,按照实现企业排污申报登记"三表统一"、提高环保工作效率,实现污染源数据"三库合一"、统一环保数据,实现环保部门"三权分离"相互制约、提高工作效率减轻企业负担等目标,对环境保护各职能部门业务分工进行梳理、重新整合配置,确立基于信息共享的新型环境保护业务流程的实现途径与主要形式。

Approved pollutants generation and discharge data of pollution sources accurately is the core and foundation of environmental protection work. Drawbacks of existing pollution management model are ＂separation of departments, each responsible for one aspect, the data is not uniform＂. So the organization, division of labor departments and management mode need to be optimized urgently. This paper demonstrates the strengths and weaknesses, opportunities and threats of pollution management business process optimization through SWOT analysis, and discusses the necessity and feasibility. According to the four major objectives, such as to achieve Sewage Discharge Registration ＂three tables unity＇for improving the working efficiency, to achieve the pollution sources data ＂three libraries in one＂ for unifying environmental data, to achieve the environmental protection department ＂separation of three powers＂ for mutual restraint, to improve efficiency for reducing the enterprises burden, sort out and re-integrate the various functions of the environmental protection divisions, established the ways and main forms of building new type ＂information sharing＂ - based environmental protection business processes.
