中国碳排放交易试点省市机制设计分析

The Analysis on Mechanism Design of Carbon Emissions Trading in Chinese Pilot Provinces

减少温室气体排放,实现低碳发展,已成为全球各国经济发展共识。2012年国务院发文正式确定了碳排放交易的7个试点省市,拉开了我国碳排放交易帷幕。文章根据国际碳排放交易机制发展现状,分别从交易类型、配额分配核定方法、抵消机制及奖惩机制等方面分析中国碳排放交易试点省市机制设计特点,进一步分析了开市以来试点省市的成交及履约情况,并从完善机制的角度提出若干建议。

The reducing greenhouse gas emissions and low-carbon development have become a global consensus on the development of national economy. It opened the curtain of Chinese carbon emissions trading when State Council issued a document to formally indentified seven pilot provinces. This article analyses the mechanism features of carbon emissions trading at Chinese pilot provinces from type of transaction, the approved quota allocation method, offset mechanism, incentive mechanism and so on. Furthermore, it analyses the transaction and compliance of the pilot provinces since carbon market opening, and gives some recommendations to improve the mechanism.
