Influence Factors and Path Optimization of Fog Haze Public Participation Governance

引入公众参与是解决雾霾问题的有效路径。然而,囿于传统"官本位"思想,以及受教育水平、理性经济人角色等因素的影响,公众陷入参与意识的规避化、参与效能的离散化、参与途径的非制度化和参与过程的重结果化等困境之中。因此,寻求雾霾治理中公众参与困境的出路,政府层面包括有效利用利益杠杆,拓宽公民教育形式,创新政府实践方式和完善信息公开制度等方式;公众层面则要以培育规则意识和提高参与理念为主要途径。

Due to traditional ＂official position＂ of thought, affected the level of education, the role of rational economic man and other factors, led to public participation into conscious avoidance of participation, participation in the performance of discrete, non-institutionalized participation pathways involved in the process results-oriented and other trouble. Therefore, to seek public participation in governance haze way predicament should proceed on two levels： the government level, the main interest is the effective use of leverage and broaden civic forms of education, innovation and practical way of government, improve the information disclosure system. The main level to foster public awareness of the rules and ways to increase the participation of philosophy.
