摘要
城镇化概念的核心是人的发展。推进城镇化工作应按规律办事,不应急燥冒进。城镇化建设需要以农业和农村的发展为条件,需要作顶层设计、制定规划和分步推进。现有城镇化模式并不具有"原始积累"性质,但在方法上具有"原始积累"因素。
The core of the concept of urbanization is the development of human beings. To promote the urbanization, we should follow certain rules and not be so hasty. The development of agriculture and rural areas is the basic condition for urbanization and we should make top-down design and realize the urbanization step by step according to plans. The present urbanization mode has no nature of ＂primitive accumulation＂, but contains certain factors of ＂primitive accumulation＂ in its developmental way.
