摘要
韩国现代意义的特殊教育始于19世纪末,在发展过程中不断吸取欧美和中日特殊教育的先进经验。20世纪五、六十年代韩国特殊教育主要依赖私立特殊教育学校,1977年颁布的《特殊教育振兴法》强调国家和政府在特殊教育发展中的作用,从此韩国特殊教育发生了质的飞跃,进入特殊教育国家化时代。2007年韩国政府废止推行30年的《特殊教育振兴法》,颁布新的《特殊教育法》,迈向实现身心障碍者自我价值和社会融合的现代福祉社会。
Modem special education in South Korea, which started at the end of the 19th century, has ab- sorbed advanced experience in special education from Europe, America, Japan and China. In the 1950s and 1960s, special education in South Korea relied mainly on private special schools. The Special Education Promotion Law enacted in 1977 emphasized the roles of the state and the government in the development of special edu cation. After that special education in South Korea made a qualitative change. In 2007, the South Korean gov- ernment promulgated the new Special Education Law; since then the South Korea has been stepping into a modem welfare society, which helps disabled persons realize self value and promotes social integration.
