社会工作项目过程评估存在的问题与对策研究——以“流浪乞讨人员回归温馨家园”项目为例

Problems in and Counter Strategies for Social Work Project Process Assessment——A Case Study of the Project of " Stray Beggar Person Returning Home"

当前国内社会工作项目过程评估不同程度上存在多元身份与价值中立冲突,项目委托方、社工机构、服务对象与社工的利益冲突等伦理困境,评估对象界限模糊,过程评估的行政性倾向与评估结果实际运用率不足等问题。加强社会工作过程评估伦理的教育与培训、厘清社会工作机构与政府部门界限和构建符合中国特色的项目过程评估体系,是解决上述存在问题的应对良策。

In China＇s social work project process assessment, there are various degree of ethic dilemmas such as conflicts between institutional identity and value neutrality, interest conflicts between project commissioners, social work agencies, service receptors and social work personnel, as well as problems like ambiguous assessment target, administrative trends in the assessment and low application of the assessment results. The problems may be mitigated effectively through ethical education and training of assessment,clear definition of the boundary between social work agency and administrative departments and constructing a project process assessment system with Chinese characteristics.
