目前,我国地方立法技术还存在价值观偏差、标准化和制度化建设滞后、监督问题、理论研究失衡等问题。因此,我们只有实施建立统一的地方立法技术规范、建立地方立法的司法审查制度、健全地方立法效果评估机制、开展教育培训和岗位交流、加强对地方立法技术的研究等对策,才能切实有效地提升我国地方立法技术的质量。

There are several problems in the techniques of local legislation in our country, such as the deviation of value, the lag of constructions in standardization and institutionalization, the lack of supervision and the imbalance of theoretical research etc. Therefore, we should not only establish the technical paradigm and the censorship of local legislation but also improve the assessment mechanism and carry out the educational trainings and researches so as to perfect the techniques of local legislation.
