摘要
土壤是人类赖以生存发展的基础资源,建立健全土壤污染防治环境管理制度非常必要。从制定土壤污染防治专项法律、完善土壤污染的监督管理体系、健全土壤污染公众参与制度、强化土壤环境质量评价与考核制度、建立土壤污染监测预警制度5个方面探讨了土壤污染防治环境管理制度的健全。以期通过制度的健全和完善,从制度上更好的对土壤污染进行预防和治理,促进我国生态文明建设,提高我国居民的生活健康福利。
Soil is the basis resources for the development of human survival. So it is necessary to es- tablish and improve the environmental management system of soil pollution prevention system. The five environmental management systems were probed into the soil pollution prevention, which inclu- ding special legal of soil pollution prevention, supervision and management system oi ~ni! pollution prevention, public participation system of soil pollution prevention, evaluation and assessment system of soil environment quality, and soil environmental monitoring and warning system. By the way of establishing and improving the system of soil pollution prevention, it will hope to help our country per- form better in the prevention and control of soil pollution through system, but also to accelerate the pace of ecological civilization construction and improve the health and welfare of our residents live.
