The Social Welfare System in Canada and Its Implications for Guangzhou

本文从儿童福利等6个方面概要介绍加拿大社会福利制度,分析了福利制度的基础包括高度发达的经济、健全的税收和审慎的财政政策等,以及福利制度的调适和发展。在此基础上探讨福利制度背后的人本主义、公开透明、民主法治、多元文化以及诚实守信等治理理念,并从坚持科学发展、加大开放力度、实施审慎财政政策、推进法治建设、鼓励公众参与、打造人本宜居广州等方面,对广州民生和社会福利建设和政府治理提出建议。

With combination of theoretical and practical guidance, this paper aims to review the public governance ideas behind the social welfare system through an overview of the Canadian welfare system, and the basis and adjustment of the system. The author proposes suggestions such as keeping on scientific development, furthering opening-up, applying prudent financial policies, promoting the rule of law, encouraging public participation, building humanitarian and livable city, to better the social welfare system and governance of Guangzhou.
