摘要
文章基于1978-2012年全国时间序列数据和省际面板数据,对农业自然资源利用及其效率进行了研究,报告了农业资源利用特征的现状,通过采用DEA-MALQUIST-TOBIT三步法,进行了自然资源利用的效率测算、效率分解和效率影响因素的调查,反映了自然资源非合理利用影响粮食生产安全的问题,得出粮食生产中自然资源需求虽旺盛但利用效率普遍偏低的基本结论。针对粮食生产中农业资源的重新分类和整体自然资源利用效率的实证结果,文章给出中国应建立土地、水和气候一体化的GIS地理信息监测系统,建立健全土地、水和气候资源的流转市场及其衍生市场等政策的建议,指出了提高农业自然资源利用效率对提高中国粮食生产安全具有的重要现实意义。
Based on the time series and panel data during 1978-2012, this paper did researches on the use and efficiency of natural resources. It reports the status quo by surveying the efficiency of its ratio, decomposition and cause through three steps method as DEA-MALQUIST-TOBIT and the results indicated that unreasonable use of natural resources affected food security. However, there is a large demand for natural resources, but its efficiency is on the low side generally. According to the empirical verification of the classification of resources and the utilization efficiency of natural resources, the paper suggested that an integrated geographic information system composing of water, earth and climate should be built and the transfer market and its derivatives market about water, earth and climate should be set up. Improving the efficiency of natural resources is of great significance for China's food security.
