摘要 科学化不足的问题限制了"规划分区"在土地利用的规划与管制、城乡建设的规划与管理等方面应有作用的充分发挥。在文献资料分析、实践经验归纳等的基础上,深入地研究了"规划分区"的理论内涵、理论依据、实践类型和实践操作,以提高"规划分区"理论认知和实践应用的科学化水平。研究指出:1"规划分区"是以土地利用未来综合体为划分对象,在性质上属于土地利用未来分区,是土地利用"通则管制"的载体和依据;2"规划分区"应以土地利用分异、发展和相容三大规律为科学依据;3对于"地域规划分区"与"类型规划分区"、"特征规划分区"与"功能规划分区"等,空间规划应择情选用合适的类型;4"规划分区"实践中应做到基于充分的数据调查和分析、有科学的划分原则和单元系统、进行科学的边界管理、对成果进行科学的应用等。 Planned regionalization has great significance for land use planning and regulation, urban rural planning and management. However, the problem of insufficient scientific limits planned regionalization's significant role to fully play. Through systematic and in- depth research, this paper's purpose is to make the theoretical understanding and practical application of"planned regionalization"to be more scientific. It points out that"planned regionalization"is the division of land use future complexity, belongs to land use future regionalization, and is the carrier and basis of"nomothetic regulation". It discusses in detail on the scientific foundation of"planned regionalization", that is the laws of land use differentiation, land use change and land use compatibility. In different spatial planning situation, it points out that different types of "planned regionalization" should be applied, including"areal planned regionalization" or"classified planned regionalization","characteristic planned regionalization"or"functional planned regionalization", et al. Moreover, several things needed to do well in"planned regionalization"practice, such as sufficient data investigation and analysis, scientific division principals and units, scientific edges management, and scientific application in different situations.
