我国进出境动植物检疫法律制度亟待完善

On the Improvement of China's Legal System on Entry-Exit Animal-Plant Quarantine

通过分析认为我国的进出境动植物检疫法律制度存在缺乏时效性和实用性以及责任设置不完善等问题,建议尽快修订进出境检验法律制度,变更行政执法主体、设置兜底条款、完善责任设置等,使我国的进出境检疫法律制度更加科学、合理和完善。

Based on the investigation and analysis, it was found that some problems existed in our legal system on entry-exit animal-plant quarantine such as lack of time efficiency, imperfect in responsibility setting and so on. Suggestions were made on the revision of our entry-exit quarantine law system, including changing of administrative and law-enforcement body, setting of save clauses, and improvement of responsibility setting in order to make our legal system on entry-exit quarantine more scientific, reasonable and perfect.
