摘要
选取化学需氧量和二氧化硫作为污染物评价指标,采用环境影响方程IPAT和指数分解模型LMDI作为研究方法,分别计算科技进步和工程技术在化工行业内的污染物减排贡献,定量得出"十一五"期间工程技术的减排贡献度。研究结果表明,"十一五"期间,工程技术在化工行业污染物减排中的贡献度分别为77.1%和77.7%,进一步分析得到,工程技术中的清洁生产发挥了75%和62%的污染物减排效应。在环保政策制定及实施过程中,政府及企业应加大对工程技术的投入力度,通过其末端治理、清洁生产及资源循环利用等措施有效地减少污染物排放,发挥工程技术在改善环境质量方面的重要作用,并将清洁生产作为一条协调生产发展和环境问题的最佳途径来获得环境效益和经济效益的双赢。
Selecting industrial chemical oxygen demand (COD) and SO2 as two pollutant indexes, IPAT formula and LMDI method were applied to analyze contributions of technological progress and engineering technology on pollutant emission reduction in the llth five-year-plan period respectively. Results showed that contributions of engineering technology on reduction of COD and SO2 were 77.1% and 77.7% respectively. In addition, cleaner production contributed 75%(COD) and 62% (SO2) in engineering technology. In future environmental policies, the government and enterprises should increase the investment of engineering technology via cleaner production, end-of-pipe treatment and resource recycling to reduce pollutants emission. Moreover, cleaner production should be an optimal path to obtain environmental and economic benefits.
