摘要
针对《商品煤质量管理暂行办法》的发布和施行,结合低质煤资源占比、煤炭经济和防治大气污染的形势分析,提出检测机构在煤炭质量控制过程中应深刻领会《商品煤质量管理暂行办法》的内涵和相关国家政策、完善实验室质量体系、健全检测手段及提高技术水平,严格遵守"科学、准确、公正、高效"的原则做好煤炭质量检测,为《商品煤质量管理暂行办法》的顺利实施、国家经济发展和环境保护作出应有的贡献。
According to the ＂ Provisional Regulations for commercial coal quality management＂, combined with the consideration of low quality coal resources distribution, coal trade and economy, and the prevention and control of atmospheric pollution, the responsibility of the testing institutions in coal quality control process was presented in this paper. The testing institutions should study and understand the Regulations and the related national policies, improve the laboratory quality system, improve the detection methods and technical level and strictly abide by the ＂ scientific, accurate, fair and efficient＂ principle to do a good job of coal quality test, which would make contributions for the the Regulations implementation, national economic development and environmental protection.
