全国水利信息化“十三五”建设构想与关键技术 被引量:27

摘要 "十三五"是推进水利现代化进程、提升水安全保障能力的重要时期,根据国家信息化战略和治水方略的重大调整,以及水利深化改革对水利信息化提出的要求,有必要结合最新信息技术发展特点,重新梳理和规划信息化建设中的技术体系和策略。分析信息化发展过程与信息能力提升之间的关系,明确当前水利信息化正处于以提升信息能力为核心的水利信息化建设内涵,基于信息能力视角,论述以信息化资源管理与服务为中心内容的"十三五"水利信息化建设体系和技术构想,并对建设重点和实施的关键技术进行阐述说明。 13th Five-Year is one important stage to push forward water resources modernization process and promote water safety guarantee capability. Based on major changes of informatization strategy and water control policy of China, and requirement about water resources informatization which is put forward by water deepening reform, it is necessary to anew comb and plan technology system and strategy of informatization construction combining with developmental feature of latest information technology. This paper analyzes the relationship between information developing process and capability of information ability raise, and obtains the meaning of water resources informatization construction in the current emergency of the improvement of the information capability. It also states 13th Five-Year water resources informatization construction and technical ideas whose central content is informatization resource management and service, and gives some suggestions on how to construct and implement about the important parts in detail.
