海河下游管理局水利信息化的分析与研究

Analysis and Research on Water Resources Information Construction in Haihe River Lower Reaches Administration Bureau

水利信息化建设是水利现代化建设的重要组成部分,目前普遍存在项目孤岛、重复建设、资源分散、开发利用率低等问题,科学、有效地对水利数据中心顶层构架进行规划变得尤为重要。分析水利工程管理单位的信息化建设现状,并结合存在问题对海河下游管理局水利数据中心进行设计和规划,对数据中心总体构架及核心内容进行分析与研究,提出一套适合海河下游管理局信息化建设的方案。实践证明,只有加强领导,科学规划,强化职能,加大投入,完善运行管理机制,才能切实推进水利事业信息化建设的"十三五"规划,推进水利现代化进程。

Water resources information construction is an important part of water conservancy modernization construction. There are universal problems in information construction, including project isolated island, duplicate construction, resources dispersion and inefficient using. The structure of water resources data center should be planned scientifically and effectively. The article systematically analyzes the present situation of informatization construction in the hydraulic project management unit and designs and plans for Haihe River Lower Reaches Administration Bureau combining with the existing problem. Through the analysis and research on the structure and core content of water resources data center, it proposes a set of suitable scheme. Practice shows that strengthening the leadership, scientific planning, strengthening role and functions of government, increasing investment, improving operation and management system should promote implementation of the 13th Five-Year Development Plan for the water resources informatization, and push forward its modernization.
