进出口食品检验检疫核心能力指标的评价研究

根据江苏口岸进出口食品检验监管实际情况及当前检验检疫业务改革趋势科学构建了进出口食品核心能力建设指标体系,并通过数学统计方法-层次分析法,建立了层次评价模型,对指标体系进行了评价并针对重要指标提出了对策建议。研究表明推动进出口食品企业主体责任落实,加强实验室建设管理,建立检验检疫风险防范体系等方面是提升进出口食品检验检疫核心能力的重要途径。

According to the Jiangsu port actual situation of import and export food inspection and supervision and the current inspection and quarantine business reform trend, scientifically construct the index system for the food import and export of core competence through mathematical statistics method-analytic hierarchy process, eslablishes the hierarchy evaluation model, and evaluate the index system. According to the important index, put forward countermeasta＇es and suggestions. The research shows that pushing the import and export food enterprises to implement the main responsibility, strengthening consUuction and management of the laboratory and establishing the inspection and quarantine risk prevention system are important way to improve the fixed import and export inspection and quarantine of core competence.
