An AHP-based SWOT Analysis on Development of China's Modern Seed Industry

种业是国家战略性、基础性核心产业,大力发展现代种业是保障我国粮食安全与建设现代种业体系的需要。首先运用SWOT分析法对我国种业内部发展的优势和劣势、外部环境的机遇和威胁进行分析;其次采用层次分析法(AHP)系统评估SWOT要素,进而得到各要素的优先权数与发展短板;最后提出促进我国现代种业发展的战略对策:加强基础性研究,提高科技创新能力;培育国际种业公司,提高市场竞争力;打造良种基地工程,提高种子保障力;加强知识产权保护,提高市场监管能力。

As seed industry is a country＇ s strategic and fundamental core industry, vigorously developing modern seed in- dustry is necessary to protect our food security and construct moderu seed industry system. Firstly, an analysis on strengths and weaknesses in internal development, opportunities and threats in external environment of China＇s seed industry develop- ment was carried out using SWOT; Secondly, the SWOT elements were evaluated systematically by the Analytic Hierarchy Process （AHP） to find out the priority number of the elements and short hoard of development; Finally strategic responses to promote the development of China＇s modern seed industry were put forward： strengthening basic research to enhance sci- entific and technological innovation capacity, fostering international seed companies to improve market competitiveness, bnilding a breeding base project to improve seed security forees, and strengthening intellectual property protection to im- prove the market regulatory capacity.
