Association Between Irrigation Water Right Transfer and Farmers' Interests

水权转换在促进内蒙古西部地区经济快速发展的同时,也带来一系列社会问题。在水权转换过程之中,由于农民的用水权益被忽视,灌溉水资源的转换损害了农户的利益,使其陷入生计困境,并造成地方政府和群众的对立,引发水事纠纷。因此,如何进一步理清和明晰水权的分配机制和受益机制,并通过水资源的产权制度建设来协调资源利用与社会发展的关系,将是水权转换政策良性运行过程中有待深入思考的问题。

Water right transfer drives the western part of Inner Mongolia economic development. However, it also brings a series of social problems. Because of the farmers＇ water rights and interests are ignored in the process of water right transfer, the transfer of irrigation water makes the farmers get into living trouble and creates confrontation between local government and the masses, finally leads to water dispute. Therefore, how to further clarify water right allocation and benefit mechanism, and coordinate the relationship between resource utilization and the development of the society through the construction of water right system, will be a problem need to think deeply in the process of positive operate the policy of water right transfer.
