摘要
本文通过分析我国天然气储气库发展中存在的问题,提出在我国天然气对外依存度逐年提高的情况下,储气库对于我国天然气发展的重要性。通过与欧美成熟储气库市场的对比,指出当前我国天然气储气库市场存在规模仍然很小,市场化程度不高,以及市场效率很低的问题。结合我国经济发展的阶段性特点,以及天然气市场的特殊性,阐述我国应在运用价格机制的基础上,配合适当的政策规划和制度设计,扩大并完善我国天然气储气库市场,以期达到帕累托次优,并提出若干政策建议。
This paper would like to point out the importance of natural gas storage on natural gas development, through analyzing problems of China natural gas storage development, during this time the external dependence of China natural gas has been increasingly higher.The essay claims that the market scale of China natural gas storage is still small, with inadequate marketization and low market efficiency, by contrasting with the well developed natural gas storage market in U.S.and Europe.The essay demonstrates, by taking the stage features of China economic development and the specialty of natural gas market into considerations, that China should expand and enhance the natural gas storage market to its Pareto optimality on the basis of price system and by equipping with appropriate policy programming and institution design.The essay also gives a number of policy suggestions.
