摘要
职住失衡成为当前国内特大城市都市区化进程中不容忽视的问题,而目前应对这一问题的方法相对欠缺,特别是在城市规划方面难寻有效的空间载体。本研究从理论剖析和现实基础两个方面出发,提出了快速公共客运走廊地区可作为我国特大城市追求职住平衡空间调控的抓手,并从观念拓展、空间引导、设施支撑和机制调整四个方面提出"十三五"期间快速公共客运走廊地区相关的规划应对策略。
The mega cities in China are now facing a pressing issue of job-housing imbalance in their development into metropolitan areas. However, solutions to this problem are relatively absent, especially from the perspective of urban planning where it is hard to find an effective spatial carrier. This paper, on the basis of theoretical and practical analysis, holds that rapid public transport corridor areas should be the first priority in the development of mega cities to achieve the goal of job-housing balance. Based on this understanding, some planning suggestions for developing rapid public transport corridor areas in the 13th Five-Year Plan period are put forward from the four perspectives of concept extension, spatial guidance, infrastructure construction, and institutional adjustment.
