“三规合一”：探索空间规划的秩序和调控合力

THREE PLANNINGS IN ONE: EXPLORING THE ORDER AND REGULATION CAPACITY OF SPATIAL PLANNING

我国空间规划体系存在重纵向控制、轻横向衔接的问题,导致同一空间不同规划"打架"现象严重,给城市空间管理带来诸多问题。国民经济和社会发展规划、城乡规划、土地利用总体规划是我国空间规划体系中最为重要的三种规划,这三种规划之间的矛盾是我国空间规划体系问题的集中体现。"三规合一"工作的重点是解决这三种规划之间的差异和矛盾,破解我国空间规划体系的难题。现阶段,受法律、管理体制的影响,"三规合一"工作是地方政府主导下的基于城乡空间的规划协调工作。随着"三规合一"工作的深入开展,在我国政治经济体制不断深化改革的大背景下,"三规合一"及在此基础上扩展的"多规合一"将融入我国空间规划秩序的构建和探索之中,发挥重要作用。

In the Chinese spatial planning system, one problem is that managers and planners pay attention to longitudinal connection rather than horizontal coordination, which has led to a problem that different kinds of plannings in the same space are inconsistent, thereby reducing the efficiency of spatial management. Domestic economy and social development planning, land use master planning and urban and rural planning are the most important of the three kinds of planning in the Chinese spatial planning system. So the inconsistency among the three plannings is a concentrated reflection of this problem. Three plannings in one could coordinate the contradiction, and solve the problem of the Chinese spatial planning system. As China＇s economic reform deepens, three plannings in one and multi-plannings in one will be integrated into the construction and exploration of the spatial planning system, playing an important role therein.
