摘要
城乡总体规划与土地利用总体规划之间的矛盾和分歧由来已久,对城乡建设和"两规"的权威性产生负面影响。浙江省通过将县市域总体规划和"两规"衔接专题报告进行法定化和制度化来推进"两规"的衔接,具有一定的创新性,也取得了一定的成效。但是,浙江省的"两规"衔接方法存在衔接技术标准有待统一、衔接内容不够完善、衔接成果实施不够顺畅等问题,针对这些问题,本文提出了改进对策。
Urban-rural master plan and land use master plan have been inconsistent with each other for a long time, which has a negative effect on urban-rural development and the authority of the two plans. In Zhejiang Province, efforts have been made to coordinate these two plans by legalizing and systemizing the county master plan and the coordination report of the two plans, which is an innovation in China and has attained some good effects. However, the method of Zhejiang Province has some shortcomings in the technical standards and coordination mechanisms, aimed at which this paper puts forward some suggestions for improvement.
