摘要
目的分析基层疾控人员对疾控岗位绩效考核评价,了解乡镇卫生院疾控岗位绩效考核开展现状。方法采用Epi Data 3.0软件建立数据库,采用SPSS 13.0统计软件对数据进行秩和检验(Kruskal-Wallis法)。结果 96.9%(127/131)的基层疾控人员认为自己对本岗位职责清楚,46.1%(53/115)和53.0%(61/115)的疾控人员分别认为目前疾控岗位绩效考核指标能反映其工作数量水平和工作质量水平,并且广东、江西和甘肃3省基层疾控人员评价存在地区差异。54.6%(59/108)疾控人员对疾控岗位绩效考核评价表示满意,53.2%(65/122)的疾控人员认为工作负荷重,并且不同疾控岗位的人员间评价存在差异。结论乡镇卫生院疾控岗位绩效考核是基层疾控人员认可的方法。但应进一步细化乡镇卫生院内部的疾控工作绩效考核措施,完善疾控岗位绩效考核方案,根据不同地区特点和不同岗位建立科学评价指标。
Objective To get the feedback of performance appraisal among disease control staff, and to describe the situation of performance appraisal at township health centers. Methods A database was created by using the software Epi Data 3.0 on the basis of data collected via questionnaire survey. Statistical analysis was conducted by using the statisti- cal software SPSS 13.0. Rank sum test was conducted with single ordered data. The survey subjects generally offered ob- jective comments with regard to the disease control staffing at the township health centers and the performance appraisal. Results Ninety-six percent( 127/131 ) of the respondents believed that they understood their roles and responsibilities. Forty-six percent(53/115)believed that the current indicators used in the performance appraisal of disease control staff could reflect their amount and 53.0% (61/115 ) believed that the indicators could show their quality of work done. The ge- ographic difference was statistically significant. Fifty-four percent (59/108) felt satisfied on the performance appraisal of disease control staff, while 53.2% (65/122)claimed that the workload was heavy. The difference was also significant a- mong townships. Conclusions The performance appraisal of disease control staff at township health centers is familiar to the staff who have been assessed and has its promotion effect as designed. It should be modified at provincial level and sound evidence-based indicators should be used to maximize the effects.
