绍兴市印染行业环境管理问题及对策

Problems and Countermeasures of Environmental Management of Printing and Dyeing Industry in Shaoxing

通过对绍兴市印染行业当前环境管理政策和实践的调研,发现印染行业环境管理中主要存在着产业规划和环境标准矛盾、排放标准缺乏、管理指标规定笼统、技术推广机制不健全、排污权交易未有效实施、绿色信贷政策不足和绿色采购体系缺乏等问题。为促进印染行业可持续发展,文章提出需要健全行业排放标准体系、健全排污权交易制度、完善环保技术支持政策、落实财政金融支持政策并推动环境信息公开和绿色采购标识认证等政策建议。

The paper reveals some environmental management problems based on the investigations of current environmental management policies and practices of printing and dyeing industry in Shaoxing. These issues include the conflict between industrial planning and environmental standard, lacking of emission standard, undefined indicators of management and regulations, unsound technology promotion mechanism, failure in adopting effective emission trading, insufficiency of green credit policies and shortage of green procurement system. In order to promote sustainable development of the printing and dyeing industry, this paper puts forward policies and suggestions as follows： improving industrial emission standard system and emission trading system, perfecting environmental protection technology support polices, implementing fiscal and financial support policies, promoting environmental information disclosure and green purchasing logos certification and so on.
