“文化治理模式”的理论与实践创新——建构全面深化改革的“文化自觉”与“文化自为”

Theory and Practice of Cultural Governance-Cultural Self-Knowledge and Cultural Self-Behavior of Comprehensive Reform

当代中国的改革正处在一个关键期,由经济改革必然带来的"文化转向"为深化改革提出了新的问题和挑战。创新的土壤比创新本身更重要;发展的方式比发展本身更重要。改革需要建构一种发展的土壤,而这个土壤就是一种具有核心价值认同的社会文化整合机制。从深化改革的视角我们可以认识到"文化治理模式"建构的时代价值;从全球竞争视角可以看出本土化核心价值建构的理论意义;从文化认同感和"集体良知"建构的角度我们可以看到,"文化治理模式"承担着群体社会价值重塑、文化权威重塑和现代人伦理重塑,并在此基础上培育具有民族共同价值内核的重任。

It is a critical period when the cultural and economic reform steering has raised new issues and challenges. There is a basic cognitive that innovative foundation is more important than innovation itself, and developmental pattern is more important than development itself. Therefore, reform needs a kind of soil, which consists of core value of identity and soeio-cultural integration mechanisms, that can be able to outgrow ＇cultural governance pattern＇. This paper has three innovation points： proposing the value of cultural governance pattern from the perspective of deepening the reform; putting forward the significance of cultural localization and core value system construction theory from the perspective of global competition; looking for the entry point to create the cultural governance pattern form the problem-oriented perspective. Especially, what the significance of construction of social governance mechanisms is to propose ＇ collective conscience＇ of social reform.
