知识产权保护与中国工业创新能力——来自省级大中型工业企业面板数据的实证研究 被引量:147

摘要 利用省际大中型工业企业面板数据,考察了知识产权保护对我国工业创新能力的影响。结果显示,知识产权保护与新产品和专利产出均存在倒U形关系,但超过95%的样本位于拐点左侧,强化知识产权保护能够加快我国绝大多数地区工业创新能力的提升。同时,知识产权保护对发明专利的促进作用要显著大于实用新型和外观设计专利。对其影响渠道的进一步研究还表明,强化知识产权保护在激励企业自主研发、提高国外技术引进效果、促进FDI知识溢出等均发挥了正向作用,并且知识产权保护对企业自主研发的引致作用在发明专利中尤为明显。本文从多个层面证实了知识产权保护在当前我国工业创新能力特别是核心技术能力提升中的积极作用。 Using provincial panel data of large and medium industrial enterprises, this paper examines the impact of intellectual property right protection on China's industry inno- vation. The main conclusions are as followed. Intellectual property right protection has in- verse U impact on both new product and patent output, but more than 95% of the samples are on the left of inflection point, indicating that strengthening intellectual property right protection can accelerate the enhancement of industry innovation ability in most provinces of China. Meanwhile, the impact coefficient of intellectual property right protection on inven- tion patent is much larger than that of utility model patent and design patent. The further re- search on the impact channels indicates that, reinforcing intellectual property right protec- tion can encourage the independent research and development, enhance the effect of foreign technology introduction and FDI knowledge spillover. In addition, the stimulating effect on independent research and development shows much larger in invention patent. This paper has proved positive effect of strengthening intellectual property right protection in promoting the enhancement of innovation ability especially the core technology capacity of China's industry in current stage from multiple aspects.
