摘要
邓小平对废除干部职务终身制经历了"退休制度—荣誉制度—顾问制度—退休制度"的思考过程。邓小平提出了选拔干部的"四化"方针——革命化、年轻化、专业化、知识化。革命化指坚持四项基本原则和党的十一届三中全会以来的路线;年轻化指老干部要主动让贤并积极选贤,破格提拔中青年干部;专业化指大力提拔技术干部,加强对干部业务知识的培养;知识化指加强干部的学习和培训,从知识分子中选拔干部。邓小平要求各级组织都要树立领导核心,维护领导核心的权威。
Deng Xiaoping's efforts to abolish the life-long tenure of cadres have undergone the thinking process from Retirement System to Honor System then Advisory System and back to Retirement System. In addition, he has proposed the Four Modernization Guidelines for Cadres. First, cadres are supposed to stick to the Four Cardinal Principles as well as other lines since the Third Plenary Session of the 1 lth Central Committee. Second, senile cadres should take the initiative to step down and promote capable young and middle-aged staff. Third, preferment of specialized talents should be heightened to improve the professional skills of cadres. Fourth, the intellectual training of cadres should be enhanced to prepare the talent pool from which cadres are to be selected. Requirements are thus made by Deng to establish the core of the leadership and maintain the corresponding authority.
