蓝色经济战略下结构调整与产业升级研究——基于青岛市的数据分析

Research on Structural Adjustment and Industrial Upgrading under the Blue Economic Strategy:Analysis Based on the Data of Qingdao

青岛市作为蓝色经济区的领头城市,产业升级和结构调整具有非常重要的意义。通过对青岛市出口商品结构与产业结构相关性分析以及对各大类主要出口商品结构的剖析,得出主要结论:青岛市第一产业比重下降有利于出口商品结构的优化,第二产业出口商品结构调整对产业结构调整的贡献比较大,第三产业相关性不明显;同时出口商品结构分析显示,青岛市初级产品出口比重较大、劳动密集型出口导向明显、受环境约束的产品出口比重较大、要素依赖型比较优势未改变。依据上述结论,提出发展科技支撑下的可再生海洋资源依赖型海洋渔业、打造青岛服装引领的全球产业链分工、环境约束型产业的服务转型以及扶持青岛特色战略性新兴产业等具体建议。

Qingdao is the leading city of the Blue Economic Zone, whose industrial upgrading and structural adjustment have great significance. Through the correlation analysis of Qingdao export commodity structure and industrial structure, and further analysis of the main categories of export commodity structure, this paper concludes that the decrease of the proportion of Qingdao＇s primary industry is beneficial to the upgrading of the export commodity structure. The export commodity structure adjustment of the secondary industry contributes a lot to the readjustment of industrial structure. For the tertiary industry, the regression result is not significant. As is shown by the analysis of the export commodity structure in Qingdao, there is a relatively large proportion of export of primary products; labor-intensive export direction is obvious; there is a relatively larger proportion of exports with environmental constraints; labor factor-dependent comparative advantage does not change. Based on the conclusion above, we should suggest developing technology-supported renewable ocean resources-dependent fishery, building a global industrial chain division that is led by Qingdao clothing, transforming the industries with environmental constraints to service industries, and supporting those strategic new industries with Qingdao characteristics.
