The New Steps to Rule of Constitution——Several Legal Thoughts on the Decision of the Fourth Plenary Session

四中全会《决定》提出要全面推进依法治国,建设中国特色社会主义法治体系和法治国家,并强调:依法治国首先是依宪治国,依法执政关键是依宪执政;社会主义法治必须坚持党的领导,党的领导必须依靠社会主义法治。四中全会的决定所构想的中国梦——法治梦,为我们学界拓宽了研讨法治理论的空间。

The decision of eighteen session of the Fourth Plenary Session proposed to comprehensively promote the rule of law, construet the socialism legal system and nation of laws with Chinese characteristics, and emphasized： rule of law firstly means rule of constitution, the key to governance by law is governance by constitution. Socialist rule of law must uphold the Party＇s leadership, and the leadership of the Party must rely on the socialist rule of law. The idea of the Chinese dream came up by the Fourth Plenary Session- Dream of rule of law, which broadened the space of the discussion of the rule of law theory for our academic field.
