层次分析法AHP是将解决问题的思维层次化和数量化，是一种定量和定性相结合的方法。本文选择2010年和2012年为例，应用AHP对公众气象服务年度社会效益进行了定量评估。应用表明：AHP结合社会调查统计数据，将定性指标定量化，既克服了AHP方法在多指标情况下需要反复检验指标对比一致性的弊端，又能将多层次、多结构的指标按权重逐级收敛，组合换算成可比的统一量纲值，在简化计算过程的同时也使结果更加符合事实，更加客观，是一种较实用、简便的定量化方法。
