山东省级财政和17市级财政农业支出效率的比较分析

Comparative Analysis on Efficiency of Agricultural Fiscal Expenditure in Shandong Provincial Level and Municipal Level

基于现代农业经营体系的视角,从农业的财政投入和产出两个方面,利用数据包络分析(DEA)的C2 R和BC2模型计算了山东省级和17个市级财政2007年—2012年的农业技术效率、纯技术效率和规模效率。结果表明,两级在2007年—2012年的财政农业支出效率都有一定程度的波动。DEA投影分析表明某些市生产要素投入冗余是导致其农业效率低下的主要原因。

In order to analyze the problem of agricultural fiscal expenditure inefficiency, the agricultural technical efficiency, pure technical efficiency and scale efficiency, of agricultural fiscal expenditure in Shandong Provincial level and 17 city level were analyzed by means of the BC2 and C2R model in the DEA from 2007 to 2012. Results show that efficiency of agricultural expenditure both provincial level and city level is undulate from 2007 to 2012. The projection analysis indicated the input redundancy is the main factor leading to inefficiency in some city.
