The Rectification and Regulation of Non-government-funded Teachers at Rural Primary and Secondary Schools during 15 Years Ensuing the Implementation of the Reform and Opening-up Policy

摘要 新中国成立后很长的一个时期内我国农村中小学教育主要是靠民办教师承担的。为了提高教学质量,使教育事业成为推动改革开放的有力杠杆,党和政府自1978年开始对民办教师队伍进行全面整顿,内容包括规范任用、完善人事管理、减少数量、提高质量等。到1993年整顿工作取得了重大成就,为此后民办教师问题的彻底解决打下了良好的基础。 During a long period of time after the founding of New China, it was non-government-funded teachers that undertake the primary and secondary education undertaking in China' s vast rural areas. In order to improve the quality of education and make the cause of education a driving force behind China' s reform and opening-up bid, both the Party and the government began a thorough overhaul of non-government-funded teachers, introducing many measures such as normalization of appointment procedures, improvement of the personnel system, reduction of the redundant and enlargement of the qualified, etcetera. With efforts of the whole country, the rectification regulation campaign had made significant achievements by 1993, laying a foundation for solution of the problems later on.
