摘要
采用数据包络分析(DEA)方法,对安徽省2000~2013年的人力资源开发和利用情况进行分析,研究结果表明:安徽省人力资源开发和利用纯技术效率较高,但其技术效率和规模效率整体上并不是很高。为此,应逐步削除人力资源流动进程中的体制障碍,构建多元化的人力资源投资模式,积极推进人力资源合理配置的多元化和信息化进程。
This paper analyses Anhui human resources development and utilization from 2000 to 2013 using the data envelopment analysis (DEA) method, the results show that pure technical efficiency of Anhui human resources development and utilization is higher, but the overall technical efficiency and scale efficiency are not very high. Therefore, this article gives such suggestions as, eliminating gradual- ly the system obstacles in human resource flow process, building a diversified mode of human resource investment and promoting actively the diversity and information process of human resources rational allocation.
